CAD – Customs Assistance Centers

CAD (Centri di Assistenza Doganale)
Established under Law 66/92, with the aim of optimising customs procedures and simplifying interactions between businesses and public administration.

Main Function

Customs Assistance Centres (CADs) facilitate operations for businesses engaged in international trade by providing specialised assistance and consultancy in managing customs procedures and tax compliance.
Their role is similar to that of Tax Assistance Centres (CAFs) for direct taxation, offering qualified support to help companies interact with public administration.

In compliance with current regulations, CADs perform various activities, including:

Validation of Declarations
Verification and certification of the accuracy, truthfulness, and regularity of customs documentation

Intrastat Declarations
Processing and transmission of data related to intra-EU transactions

Fiscal Representation
Tax compliance and obligations on behalf of economic operators, if authorized

Management of Excise-Taxed Goods
Support for storage, transport, and movement of regulated goods

Customs Accounting Management
Administration of records and registers for free warehouses and free zones

Coordination of Customs Clearance Operations
Assistance in handling and releasing goods subject to customs procedures

Requirements & Regulations

CADs must be established by customs brokers registered with the Professional Register for at least three years.

Authorization to operate is granted by the competent Regional Directorate of the Customs Agency, which regulates activities and establishes the jurisdiction of each CAD.
